I am guessing that this is the William who moved to GA before 1820.
Census records for GA in 1800 are missing. I don't know why he doesn't show up in 1810.

He may be related to Allen Rigsby.

One of his descendants sends:

It appears William's father was a Hugh Rigby who was excused from paying taxes in 1765 in Craven Co. NC "on account of the loss of his eye sight and infirimities and proverty".
