I think he served in the Civil War (Union), 52 KY infantry, Co C.
There was a Corporal James E Rigsby from KY in that company. This is the only James E from KY that I know of.
He enlisted 1863-08-17, if I have the right James.
He filed for a pension on 1879-12-26, if I have the right James.
